Energy Performance Contract
Q: WHAT IS AN ENERGY PERFORMANCE CONTRACT & WHY IS GCSD PROPOSING ONE?
A: An Energy Performance Contract (EPC) is an agreement with an energy service company in which energy systems are installed, maintained, or managed to improve the energy efficiency of, or produce energy for, a facility in exchange for a portion of the energy savings or revenues. Although EPC’s are not subject to voter approval or competitive bidding awards, GCSD did issue a request for proposal.
The Greenburgh CSD recently completed an audit to identify energy efficiencies with ConEdison Solutions. To implement these changes, the district will be entering into an Energy Performance Contract (EPC) with ConEdison Solutions. An EPC guarantees savings; if the district does not receive the promised savings, ConEdison Solutions will compensate the District for the difference.
Q: WHEN WILL THE WORK TAKE PLACE?
A: It is anticipated the work will begin in Spring 2023 with completion in Summer 2024. These dates are dependent on timely NYS Department of Education review and approval.
Q: IF THE BOARD HAS ALREADY APPROVED THE EPC, WHY IS VOTER APPROVAL NEEDED TO OBTAIN FUNDS FROM NY STATE?
A: NY State Law allows the Board of Education to approve Energy Performance Contracts on behalf of their district. GCSD is asking for voter approval so that the District will receive 10% in state aid. This is not unique to Greenburgh schools; all NY schools seeking additional aid must have voter approval.
Q: WHAT HAPPENS IF VOTERS DO NOT APPROVE OF THIS PROPOSITION?
A: The work outlined in the EPC will still be done to address issues at all of our school buildings. However, the District would miss the opportunity to receive 10% building aid over 15 years. This would reduce the amount of savings the District will receive from the project, thereby changing the overall scope of the project undertaken.
